邱宝昌： 如果厚此薄彼，或者对各种不同地区实行不同的对待，同样一个质量问题采取不同的处理方式，这是对消费者公平交易的条件进行侵害。工商行政管理部门和质量监督管理部门，如果在调查当中发现它的产品质量有缺陷或者质量有问题，而不去给消费者提供服务，不去改进，工商行政管理部门或者相关管理部门可以依据《消费者权益保护法》和《产品质量法》对它进行处罚。
